If you mean can a non-native speaker take a TEFL Certificate (TEFL = TESL = TESOL) then the answer is, "Yes." Non-native speakers can teach English, usually (but not always) in their own country.

I 'm an English teacher in my country but I would like to teach abroad maybe Italy or France.I would like to do a TEFL online .Would it be good to do that?Is there other alternative for me?
