This is a useful tool, I use it everyday myself. But this is note a totally reliable way of detecting fraud. It is quite easy to use proxies to conceal your TRUE IP address.

Before replying to emails, I use http://aruljohn.com/info/howtofindipaddress/ to track the location of the computer sending the message. The fraud section of the local police gave me this website.
