Actually nothing new and the old game - Nigerian scam mafia at work! Simply do not reply to their ads and keep silent if they email you!

"I am the king of the Gold Coast and will issue transit visas to everybody for a fee of O.25 USD!"

Will you believe me or consider it a scam?

Just do likewise with any offers of that kind.
