Universidad del Papaloapan (UNPA) has 2 campuses in Oaxaca: Loma Bonita and Tuxtepec.

UNPA is a public, government funded university with most students on grants. Students arrive at age 17 or 18 from a variety of educational backgrounds and abilities and motivation. The overall teaching system at the university resembles a high-school rather than a western style University. As such, students often need instruction beyond that which is included throughout the English courses - study skills and computer practice for example.
